The Contracts Section works with operational teams across the social work service to develop policies, procedures and working methods to facilitate tendering and procurement to enable the commissioning and delivery of social care services across Fife, which will ensure the delivery of high quality care at the point of need, while adhering to current procurement legislation and promoting best value to the Council.
The Section is also responsible for calculating the contribution from service users to the costs of their care and paying providers for care commissioned.
The Contracts Section is also responsible for the application of the Monitoring and Evaluation Framework in relation to grant-funding for the voluntary sector.
You will have a varied workload, including contracting for social care services, linking with grant funded organisations and contract compliance.
You will have significant experience within a Finance, Contracting background and education to HNC level or equivalent with significant relevant experience. It is desirable you will be educated to HND level in a relevant discipline.
You will have experience of using spreadsheets and will be capable of completing financial reconciliations. You will be able to demonstrate good written and verbal communication skills.

Fife Criminal Justice Services provision is implemented under the requirements laid down by the Scottish Government National Outcomes and Standards for Criminal Justice Services.
Fife Criminal Justice Services aims to reduce the unnecessary use of custody by providing credible alternative community based disposals that maintain public safety and confidence.
Fife Criminal Justice Social Work Service consists of the following teams:

You should be able to demonstrate a variety of skills which are required to effectively supervise and motivate a Fife wide team of community payback work supervisors.
You will have a sound understanding and awareness of the issues facing service users who are subject to court orders as an alternative to a custodial sentence.
You will have the day to day key responsibilities which include the planning, supervision and co-ordination of staff, vehicles, equipment and the allocation of tasks and projects.
You will be responsible for checking and monitoring that all health and safety and risk assessment procedures are followed in line with policy and procedures ensuring staff are operating and supervising service users effectively and safely.
You will be responsible for basic stock and equipment control and the scheduling and maintenance of all vehicles and equipment.
You will also be responsible for assessing potential projects and tasks and contributing to the monitoring, evaluation and promotion of Criminal Justice Services, community payback.
You must have the ability to work as part of a team and have a consistently positive approach to problem solving and using your own initiative in relation to the progress of any projects undertaken and the daily supervision of staff.
You will have a regular requirement that will be available on a rota basis at weekends and evenings, along with the senior projects officer for the management cover of the Fife wide Community Payback by Offenders Scheme. The appropriate enhanced payments will be made.
Ability to participate in such training as might be required i.e. short courses and modular courses. An HNC or equivalent qualification is desirable.
You should be a highly motivated and innovative individual with supervisory experience.
To be able to travel Fife wide.
